SYNOPSIS: Barely Legal is a new documentary from Emmy Award winning director Casey Patrick Tebo (Steven Tyler: Out On A Limb) that documents and explores the current state of legal Hemp/CBD and Marijuana/Cannabis in the US and beyond. BARELY LEGAL explores the confusing word of this economy changing industry with lighthearted and sometimes serious stories of struggles and triumph. What is there to learn that we don’t already know? Well, in Louisiana, a mother can’t get medicine for her Autistic children, because the state’s diversion program stands to make more off the backs of young first time offenders – who are predominantly African American. In California, the state stood to make ONE BILLION in Tax revenue in 2019 – but only collected 300 Million due to black market sales. To complicate all this, it’s legal! So if those black market pirates are caught, they can’t get in trouble! What a mess….
Now what about CBD – Totally legal right? It’s everywhere!!!! CBD is the new cure all – but did you know that it’s technically not legal, and even in places like Vermont have specific stipulations in regards to it being used in Maple Syrup? What can we do? The economy could use a boost over the next ten years in the range of 160B if Marijuana and CBD were Federally legal and regulated, but the US Government has yet to step in.
